The Federal Government then approved a peculiar allowance for staff on CONPSS from 1 May 2026, so the 2026 pay position includes the applicable salary rate plus approved payments where an employee qualifies.

The CONPSS structure covers Grade Level 01 to Grade Level 17. The annual figures below come from the 2024 CONPSS implementation, while the monthly amounts show the annual figures divided by 12.

IPPIS Salary Components
An employee’s payroll can contain several separate entries.
Basic salary comes from the applicable salary structure, grade and step. Allowances add approved payments attached to the employee’s duties, cadre or employment conditions. Deductions reduce the gross amount before the government pays the employee.
The resulting net salary represents the amount credited after applicable deductions.

Consequently, an employee’s IPPIS salary cannot be determined from the grade level alone.
IPPIS Secretariat Salary Structure 2026
The IPPIS Secretariat does not have a separate salary table simply because employees work within the IPPIS administration.
The salary applicable to an employee depends on the approved structure, grade level, step and position attached to that employee. This means the salary table for a general Federal Public Service employee does not automatically apply to every person working in the IPPIS Secretariat.
IPPIS Allowances in 2026
Federal employees can receive approved allowances in addition to their salary.
The applicable payments depend on the employee’s salary structure, cadre, duties and the relevant government circular. NSIWC’s 2026 archive includes a peculiar allowance for CONPSS staff effective from 1 May 2026. It also contains a review of daily travelling allowance, estacode and other allowances for officers on GL 01–17.
The Federal Government also approved higher peculiar allowances and other welfare benefits for civil servants in April 2026.
Therefore, an employee’s total earnings can exceed the basic salary listed in the CONPSS table when the employee qualifies for the approved payments.
IPPIS Salary Deductions
IPPIS payroll can contain statutory and authorised deductions before salary reaches an employee’s bank account.
These deductions can include pension contributions, PAYE tax, National Housing Fund contributions where applicable, loan repayments, cooperative deductions and other authorised payments.
The exact deduction depends on the employee’s payroll records and applicable rules.
How IPPIS Salary Is Paid
The Federal Government processes participating employees’ payroll through IPPIS.
The payroll records contain the employee’s applicable salary structure, grade, step and other remuneration details. The system then processes the salary and authorised deductions for payment.
The Office of the Accountant-General of the Federation has also issued an IPPIS payroll validation portal for payroll administration.
IPPIS Salary Arrears and Shortfalls
Salary credited through IPPIS can differ from an earlier month when the earlier payment included arrears.
In a March 2025 Treasury Circular, the Office of the Accountant-General of the Federation explained complaints about lower January and February 2025 salary payments. The office said employees had received minimum-wage arrears, 25%/35% salary-increase arrears and wage-award arrears between October and December 2024, which made those months’ payments higher than normal salary payments.
The same circular said some December 2024 overpayments resulted from a system error and that the government was recovering the affected amounts through deductions.
