The CONPSS salary structure 2026 covers applicable positions in Nigeria’s Federal Public Service from Grade Level 01 to Grade Level 17. The salary attached to an employee depends on the Grade Level and Step assigned to the position.
CONPSS means Consolidated Public Service Salary Structure. The National Salaries, Incomes and Wages Commission (NSIWC) issued the current CONPSS implementation circular on 30 September 2024 as part of the Federal Government’s implementation of the new national minimum wage.
NSIWC issued a separate circular for the CONPSS peculiar allowance in May 2026, with an effective date of 1 May 2026.
CONPSS Salary Structure 2026
The 2024 CONPSS implementation remains the salary schedule used for the 2026 basic salary figures. The annual salary ranges below cover the Steps within each Grade Level.

The monthly figures represent the annual salary divided by 12. They do not represent an employee’s final take-home pay because allowances and deductions are handled separately.
How CONPSS Grade Levels and Steps Work
Each Grade Level contains salary Steps. The Step determines the employee’s position within that grade and therefore the salary payable.
For example, GL 07 starts at ₦1,277,667 annually and reaches ₦1,681,972 at the highest listed Step. GL 08 starts at ₦1,492,726 and reaches ₦1,836,139, while GL 10 starts at ₦1,806,041 and reaches ₦2,399,271.
An officer can therefore remain on the same Grade Level while receiving a higher salary at a higher Step.
Promotion can move an officer to another Grade Level, subject to the rules governing the relevant cadre and position.
CONPSS Salary for Graduates and HND Holders
A qualification does not automatically assign an applicant to a particular Grade Level. The recruitment position determines the grade, while the relevant service rules set the qualification requirements.
HND qualifications commonly feature in positions placed on GL 07, while bachelor’s degree qualifications commonly feature in positions placed on GL 08.
An HND holder appointed to GL 07 Step 1 would receive ₦1,277,667 annually, equivalent to about ₦106,472 per month.
A bachelor’s degree holder appointed to GL 08 Step 1 would receive ₦1,492,726 annually, equivalent to about ₦124,394 per month.
The recruitment advertisement states the Grade Level attached to each vacancy.

GL 17 is the highest Grade Level in the CONPSS schedule.
How to Calculate CONPSS Monthly Salary
The monthly equivalent comes from dividing the annual salary by 12.
For example:
₦1,492,726 ÷ 12 = ₦124,393.83
An officer on GL 08 Step 1 therefore has a monthly salary equivalent of about ₦124,394 before applicable deductions and separate allowances.
CONPSS Salary, Allowances and Take-Home Pay
The CONPSS table provides the salary attached to the Grade Level and Step. Allowances apply separately according to an employee’s duties, position, cadre and the relevant government circulars.
Deductions can include PAYE tax, pension contributions, loan repayments, cooperative deductions and other authorised payments.
The amount credited to an employee’s account can therefore differ from the monthly figure in the CONPSS table.
CONPSS Allowance in 2026
NSIWC issued a circular for a peculiar allowance for staff on CONPSS with an effective date of 1 May 2026.
The allowance is separate from the basic salary in the CONPSS schedule. NSIWC also issued a May 2026 circular reviewing Daily Travelling Allowance, estacode and other allowances for officers on GL 01 to GL 17.
In April 2026, the Office of the Head of the Civil Service of the Federation announced an upward review of peculiar allowances across the applicable consolidated salary structures, together with changes to other welfare payments and a ₦10 billion housing loan scheme for public servants.
In May 2026, OHCSF clarified that it had not approved or formally conveyed a separate 40 per cent peculiar allowance to labour unions. It stated that NSIWC has the statutory responsibility for issuing and communicating salary-related circulars.
CONPSS and the ₦70,000 Minimum Wage
Nigeria’s national minimum wage is ₦70,000 per month.
The minimum wage sets the statutory wage floor, while CONPSS assigns salary rates to positions covered by the structure.
GL 01 Step 1 has an annual salary of ₦930,000, which equals ₦77,500 per month when divided by 12.
The minimum wage and CONPSS salary therefore serve different purposes.
Who Falls Under CONPSS?
CONPSS applies to positions covered by the Federal Public Service salary framework.
Federal Government employees do not all use CONPSS. Different professions, institutions and cadres can operate under separate consolidated salary structures.
For example, paramilitary employees can fall under CONPASS, while health workers, medical officers, university academic staff and research personnel can fall under other salary structures.
The establishment and position determine the salary structure that applies to an employee.

Promotion and Salary Progression Under CONPSS
An officer can move to a higher Step within the same Grade Level under the applicable service rules.
Promotion can move the officer to a higher Grade Level and place the officer on the corresponding salary scale.
The conditions for promotion and Step progression depend on the officer’s cadre, appointment and applicable public service rules.
CONPSS, Federal Civil Service and IPPIS
The Federal Civil Service Commission (FCSC) is a government institution. CONPSS is a salary structure, while IPPIS is a personnel and payroll administration system.
IPPIS does not have a separate salary scale for every Federal Government employee. It processes payroll according to the approved salary structure, Grade Level, Step and other payroll information attached to an employee.
A Federal Public Service employee covered by CONPSS can therefore have a salary processed through IPPIS, while another employee can receive pay under a different salary structure.
How to Identify Your CONPSS Salary
An employee needs the salary structure, Grade Level and Step attached to the appointment to identify the applicable basic salary.
The appointment letter can state the position and grade. The relevant salary structure provides the salary rate, while the payslip shows the salary, allowances and deductions processed for the employee.
The final amount paid can therefore differ from the annual or monthly salary shown in the CONPSS table.
