CONPSS Starting Salary and Salary Steps
The starting point on the published scale is GL 01 Step 1, with an annual salary of ₦930,000 or ₦77,500 per month.
CONPSS uses Steps to determine where an employee sits within a Grade Level. An officer on GL 07 Step 1 therefore earns less than another officer on GL 07 at a higher Step.
For example, GL 07 starts at ₦1,277,667 and reaches ₦1,653,093 at Step 14. GL 08 moves from ₦1,479,276 at Step 1 to ₦1,914,514 at Step 14, while GL 10 moves from ₦1,806,041 to ₦2,356,897.
CONPSS Salary for Graduates and HND Holders
Educational qualification plays an important role when candidates apply for Federal Public Service positions.
HND holders commonly enter positions placed on GL 07, while bachelor’s degree holders commonly enter graduate positions on GL 08.
An HND holder entering at GL 07 Step 1 would have an annual salary of ₦1,277,667, while a bachelor’s degree holder entering at GL 08 Step 1 would have ₦1,479,276 annually.
The advertised position determines the actual Grade Level, so a qualification alone does not guarantee a particular salary grade.

CONPSS Promotion and Salary Progression
Promotion can move an officer to a higher Grade Level, while Step progression can increase salary within the existing grade.
The applicable public service rules determine when an officer qualifies for promotion or movement to another Step.

CONPSS Allowance in 2026
The 2026 CONPSS salary structure also includes a separate development involving allowances.
NSIWC approved a CONPSS peculiar allowance effective from 1 May 2026. The allowance does not replace the basic salary figures in the CONPSS table.
NSIWC also issued a May 2026 circular covering Daily Travelling Allowance, estacode and other allowances for Federal Public Service officers on GL 01 to GL 17.
CONPSS Salary and Take-Home Pay
The salary shown in the CONPSS table is different from the amount an employee receives after deductions.
Tax, pension contributions and other authorised deductions can reduce the amount paid to an employee each month.
Allowances can also affect total earnings, depending on the officer’s position and applicable conditions of service.
