What Is the Federal Road Safety Corps (FRSC)?

The Federal Road Safety Corps came into existence in February 1988 through Decree No. 45 of 1988. Decree No. 35 of 1992 later amended its legal framework before the FRSC (Establishment) Act, 2007, gave the Corps full statutory backing.

Operating under the Federal Ministry of Transportation, FRSC serves as Nigeria’s primary road safety agency. Its officers enforce traffic regulations, rescue crash victims, educate motorists, issue driver’s licences and support safer road transport across the country.

Today, the Corps operates through 12 Zonal Commands, 37 Sector Commands covering every state and the Federal Capital Territory, and more than 160 Unit Commands nationwide. This nationwide structure allows FRSC to coordinate road safety operations from local communities to the national level.

Because FRSC officers perform demanding operational duties, the Corps offers structured salaries, regular promotions and pensionable employment under the Federal Government.

How We Compiled This Guide

This guide combines information from:

  • Official Federal Road Safety Corps (FRSC) publications.
  • The Consolidated Paramilitary Salary Structure (CONPASS).
  • Federal Government salary policies and minimum wage adjustments.
  • Current recruitment requirements published for the 2026 exercise.

Where exact salary figures are not officially published, estimated salary ranges are based on the applicable CONPASS pay structure and recent government adjustments.

How the FRSC Salary Structure Works

FRSC personnel earn salaries under the Consolidated Paramilitary Salary Structure (CONPASS), the same salary framework used by several federal paramilitary organisations, including the Nigeria Immigration Service, Nigeria Customs Service, Nigeria Security and Civil Defence Corps, Federal Fire Service and the Nigerian Correctional Service.

Several factors determine how much an officer earns.

First, your academic qualification determines your entry cadre and initial grade level. Applicants with SSCE certificates begin at the Junior Marshal Cadre, while ND or NCE holders enter the Inspector Cadre. Graduates with HND or bachelor’s degrees start in the Officer Cadre.

Next, rank influences monthly earnings. Every promotion moves an officer to a higher CONPASS grade level with a corresponding salary increase.

Length of service also affects pay. Officers receive annual step increments after meeting performance requirements, even before earning another promotion.

Finally, allowances increase total monthly earnings beyond the basic salary. Housing, transport, hazard, medical and other approved benefits form a significant part of an officer’s overall remuneration.

Following the implementation of Nigeria’s ₦70,000 national minimum wage and the corresponding adjustment to CONPASS, entry-level FRSC personnel now earn salaries that comply with the revised federal pay structure.

FRSC Recruitment Cadres and Entry Qualifications

FRSC recruits personnel into three main cadres. Each cadre matches a specific educational qualification and determines an applicant’s starting rank.

Junior Marshal Cadre

Applicants with SSCE, WAEC, NECO or NABTEB certificates enter the Corps through the Junior Marshal Cadre.

Successful candidates begin as Road Marshal Assistant III (RMA III), where they receive practical training before taking part in highway patrols, traffic control, rescue operations and public enlightenment campaigns.

This cadre forms the operational backbone of the Corps and provides clear opportunities for promotion through experience and performance.

Inspector Cadre

Applicants who possess a National Diploma (ND) or Nigeria Certificate in Education (NCE) join the Inspector Cadre.

Their entry rank is Marshal Inspector III (MI III). Officers at this level supervise junior marshals, coordinate patrol teams, investigate traffic incidents and support operational planning across their assigned commands.

The Inspector Cadre bridges field operations and command responsibilities, preparing officers for more senior leadership positions.

Officer Cadre

Applicants with Higher National Diplomas or university degrees enter the commissioned Officer Cadre.

Their career begins as Assistant Route Commander (ARC), where they supervise personnel, coordinate operations, manage route commands and implement national road safety policies.

Officer Cadre personnel occupy leadership positions throughout the organisation and follow a structured promotion pathway that extends to the highest rank of Corps Marshal.

FRSC Salary Structure by Rank (2026)

After joining the Corps, every officer progresses through a structured promotion system. Promotion depends on performance, years of service, available vacancies and success in promotional examinations. As officers move through the ranks, both their responsibilities and earnings increase.

The FRSC operates three distinct career cadres: the Marshal Cadre, the Inspector Cadre and the Officer Cadre. Each cadre has its own progression path before officers advance to higher responsibilities.

Marshal Cadre

The Marshal Cadre serves as the operational foundation of the Corps. These officers spend most of their time on highways, traffic management duties, rescue operations and public education programmes.

FRSC Starting Salary by Qualification

Your educational qualification determines your entry cadre, starting rank and basic salary. Although every officer joins the same organisation, the point of entry differs according to the qualification presented during recruitment.

Basic salary represents only part of an officer’s earnings. Once the approved allowances are added, the monthly take-home pay increases significantly.

SSCE, WAEC, NECO and NABTEB Holders

Applicants with secondary school qualifications enter the Junior Marshal Cadre as Road Marshal Assistant III (RMA III).

At this level, officers carry out frontline duties such as traffic control, patrol operations, rescue missions and public enlightenment campaigns.

QualificationEntry RankBasic Monthly SalaryEstimated Monthly Take-home*
SSCE, WAEC, NECO, NABTEBRoad Marshal Assistant III (RMA III)₦70,000–₦80,000₦100,000–₦120,000

This cadre offers the lowest entry point but provides a clear promotion path through regular assessments, professional training and years of service.

ND and NCE Holders

Candidates with a National Diploma (ND) or Nigeria Certificate in Education (NCE) begin their careers as Marshal Inspector III (MI III).

Inspectors supervise Road Marshal Assistants, coordinate patrol teams, investigate crashes and assist with operational planning.

QualificationEntry RankBasic Monthly SalaryEstimated Monthly Take-home*
ND, NCEMarshal Inspector III (MI III)₦80,000–₦100,000₦120,000–₦160,000

Because Inspector Cadre officers enter on a higher CONPASS grade level, they receive higher salaries and wider operational responsibilities than Junior Marshals.

HND and Bachelor’s Degree Holders

Applicants with Higher National Diplomas or university degrees enter the commissioned Officer Cadre as Assistant Route Commanders (ARC).

Officers at this level supervise personnel, coordinate route commands, manage administrative activities and support policy implementation.

QualificationEntry RankBasic Monthly SalaryEstimated Monthly Take-home*
HND, BSc, BA or equivalentAssistant Route Commander (ARC)₦167,000–₦198,000₦200,000–₦280,000

Graduate recruits receive the highest entry salary because they begin at a commissioned officer rank.

*Estimated take-home pay includes common allowances. Actual earnings vary by posting, grade level and approved government policies.

FRSC Allowances and Benefits

Basic salary forms only one part of an FRSC officer’s remuneration. Under the Consolidated Paramilitary Salary Structure (CONPASS), officers also receive approved allowances that increase their total monthly earnings.

While some allowances are paid monthly, others are annual, periodic or linked to specific duties.

Housing Allowance

Officers who do not occupy government accommodation receive a housing allowance. Since the allowance is calculated as a percentage of basic salary, it increases automatically after every promotion.

Transport Allowance

FRSC personnel travel frequently for patrols, inspections, official assignments and operational duties. The transport allowance helps offset commuting and work-related travel expenses, particularly for officers without official vehicles.

Hazard Allowance

Highway patrol, accident rescue and traffic enforcement expose officers to significant risks. Hazard allowance compensates personnel working in these operational environments.

Uniform Allowance

The Corps pays an annual uniform allowance to support the maintenance and replacement of official uniforms and approved accessories.

Medical Allowance

Medical benefits cover healthcare expenses for officers. Depending on grade level and prevailing government policy, eligible family members may also receive healthcare support under the Federal Government health scheme.

Leave Allowance

Officers receive a separate payment when proceeding on annual leave. This allowance supplements regular salary rather than replacing it.

Duty Tour Allowance (DTA)

When officers travel outside their duty station on official assignments, the Duty Tour Allowance covers accommodation, feeding and transportation throughout the assignment.

Furniture Allowance

At specified stages of an officer’s career, the government provides a furniture allowance to assist with furnishing accommodation.

Unlike housing or transport allowances, this benefit is not paid monthly.

Meal Subsidy

Personnel working extended operational shifts or serving at selected field stations may receive meal subsidies to support daily feeding during active duty.

Estimated Monthly Earnings After Allowances

The table below illustrates how allowances can increase an officer’s overall monthly earnings.

Entry CadreBasic SalaryEstimated Monthly Take-home
Road Marshal Assistant III₦70,000–₦80,000₦100,000–₦120,000
Marshal Inspector III₦80,000–₦100,000₦120,000–₦160,000
Assistant Route Commander₦167,000–₦198,000₦200,000–₦280,000

As officers rise through the ranks, both their salaries and allowances increase because many allowances are calculated as percentages of basic pay.

Does FRSC Pay Recruits During Training?

Successful applicants receive a training allowance while attending the Corps’ paramilitary training programme. This allowance helps cover essential expenses before officers assume full operational duties.

The Corps begins paying full salary only after recruits complete training successfully, receive their official posting and assume duty at their assigned command.

How Promotion Increases Salary

Promotion affects every aspect of an officer’s earnings. Each advancement moves the officer to a higher CONPASS grade level with a corresponding increase in basic salary and allowances.

Promotion also expands operational responsibilities, leadership duties and administrative authority.

Besides promotion, officers receive annual step increments after meeting performance requirements. As a result, two officers holding the same rank may earn different salaries if one has served longer within that grade level.

To qualify for promotion, officers generally must:

  • Complete the required minimum years in their current rank.
  • Pass promotional examinations where applicable.
  • Maintain satisfactory performance evaluations.
  • Meet disciplinary and service requirements.
  • Fill an available vacancy at the next rank.

Officers who consistently perform well, complete professional training and acquire additional qualifications often progress more quickly through the promotion system.
