Professor Bello Abubakar, the doctor at the centre of the medical report controversy involving former Kaduna State Governor Nasir El-Rufai, has admitted writing the disputed document but denied conspiring to falsify it.
Abubakar, a Chief Consultant Clinical and Radiation Oncologist at the National Hospital, Abuja, made the statement in a voluntary statement submitted to the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
The doctor also denied knowing Mohammed Bala Aliyu, whom the ICPC accused of using the medical report to swear an affidavit supporting El-Rufai’s bail application.
The ICPC charged Abubakar with four counts over a medical report dated 10 June 2026 and titled “Medical Report and Expert Opinion for Urgent Medical Intervention”.
The commission alleged that the doctor knowingly issued a false report intended to support El-Rufai’s bail application in a case before the Kaduna State High Court. It also accused him of conspiring with Aliyu to fabricate the document.
Abubakar rejected the allegations and said he had never authorised Aliyu to swear an affidavit on his behalf.
He said El-Rufai had been his patient at the National Hospital since around 2005 and that he had consulted him several times over the years.
According to the doctor, he saw El-Rufai three times between June and July 2026 while the former governor was in ICPC custody. Two consultations took place at the commission’s facility, while another occurred at the National Hospital.
The National Hospital, however, has denied authorising the disputed medical report.
Court filings indicate that the hospital’s Chief Medical Director, Raji Mahmud, is expected to testify that Abubakar issued the report without conducting the required medical examination.
The hospital also told investigators that the document did not follow its required procedure and was issued without management’s knowledge.
The ICPC has separately petitioned the Medical and Dental Council of Nigeria over the allegations against Abubakar.
