What Is a Local Government Area in Nigeria?

A Local Government Area (LGA) is an administrative division created to bring government closer to citizens.

Each LGA contains smaller political units called wards. Residents elect councillors who represent these wards in the local government council.

Local governments manage responsibilities assigned under Nigeria’s constitution and state laws. These responsibilities include local development activities, markets, sanitation, roads, community services and other grassroots programmes.

Who Is the Head of LGAs in Nigeria?

The head of a local government in Nigeria is called the Local Government Chairman.

The chairman serves as the chief executive officer of the local government council. The office holder oversees local government administration, implements council decisions and coordinates activities within the LGA.

The local government leadership structure includes:

How Local Governments Are Created in Nigeria

The creation of local governments follows constitutional procedures involving state and federal authorities.

The Nigerian Constitution recognises local government councils and provides for their administration. State governments may propose the creation of additional local government areas, but constitutional recognition requires approval through the appropriate federal process.

Nigeria has maintained the 774 recognised local government structure since the current framework was established.

Local Government Areas vs Area Councils in Abuja

Nigeria’s 774 figure includes six Area Councils in the Federal Capital Territory instead of LGAs.

The FCT uses Area Councils because Abuja has a different administrative structure from the states.

The six Area Councils are:

  • Abaji
  • Abuja Municipal Area Council
  • Bwari
  • Gwagwalada
  • Kuje
  • Kwali

The Area Councils perform similar grassroots administrative functions to local governments in the states.
